does the mapseller just give you the map to show where all the locations are so you can fast travel or does it allow you to fast travel there in the first place

for me mod doesn't work. I see lady but she won't talk to me :/ even at 8 at 10 am, Pm does'nt matter. Can't kill her, can't pickpocket (because she don't has map in pocket). I have all part of Skyrim. What's the catch?

That's why it's called Mapseller "Dragonborn". There is a version for skyrim without dlcs too.
