So does this mean it will work without Mandate of Heaven? I have tried it and have never seen the options, Mandate is one of the only two I don't have

I really wanted something like this. Historically the only standing army at 1444 (i think) should be the Jannissary Corps and the Hungarian Black Army.
You're saying Mandate of Heaven is required for levy regiments. Am I correct in my assumption, that you use the manchu banner system from the MoH DLC to represent levies?
is it compatible with M&T 2?
