Because the argument is this... there seems to be TOO MANY cave tiles (64) before reaching the OUT OF TIME card....
If it is done *full round THEN event card PER PERSON* that makes more sens because it give a better chance to get to the *SIX CARD EXIT DRAW*
or... is it **one person does actions and move, second does actions and move... etc THEN event card**??? (if so then sudden death would kill everyone..)
SO PLEASE can you save me and my friends friendship and explain please?

And your note: "When you see 5 tiles left, shuffle it [the exit card] into the bag."
You should have written "6 tiles", so you play with 7 cards, including the exit.

The issue replicates itself with the Expert deck and more importantly, becomes a lot more visible when we're talking 5 or 6 players since the lower number of the hazard deck can mean that the guarantee of the 2x's always being in the deck would make for a much, much harder game, as well as predictability since you know the contents of the deck.
I would wholeheartedly recommend scripting the difficulty/players stack make-up, or at least make single stacks for difficulty and allow players to shuffle and draw as many cards as needed for their player numbers. This would indeed create a rule-appropriate setup for the hazard deck.

If someone always uses the Normal difficulty 4 player pre-made stack, they will always have 4 horrors, 5 floods, 5 cave ins, 4 tremors and 4 gases. Even if, following the random shuffle and assignment of the rules, it means any of the 5 hazard types should be the ones that have '5' of each.

Cave-In x2 - roll twice
Horror x2 - all previous horrors go 2 steps, then 2 new horrors (if possible) are spawned.
