At the same time, in che comments for the "Custom Namelists" mod, you say -- I always end up with "STREET_NAME_PATTERN:0" -- which sounds like there is an XML error in your .namelist file(s).
I absolutely hate to be that guy that says "it doesn't work" when he is missing something incredibly important. But I am someone who has literally taken the time and written his own scripts to get his flight sim to work with custom peripherals, so how I can be this incompetent in getting this damned mod to work is beyond me. I tried absolutely everything. My only idea is it is one of the hundreds of mods i have enabled and going through each and every one is not something I will do. My last hope was that it was a UTF8 encoding issue or something but you're right, no reason they shouldn't work. I might some day return to this mod with a clean install of cities skylines, cheers!
Can't find the original vanilla namelist anywhere. Which name does it have?
I cannot use post-Green Cities versions of the game, as newer versions lock up on my computer.
You can use the files included with this pseudo-mod as templates for creating your own Arabic names.
You welcome, and I hope it makes your game more enjoyable. But really, all I did was to format someone else's work to be usable by the "Custom Name Lists" mod.

Sorry English is not my first language, by "Balise" i meant "Tag".
The issue was that I had two copies of the .DLL file, also, I had the files oppened in my text editor. Closing them fixed the issue. I haven't found a way to make it work for the addons/mods folder though, I tried to unsubscribe but this had no effect.
Doing it that way, I suspect that you'd need to unsubscribe from the "Custom Name Lists" mod. I *suspect* that the reason it doesn't appear in the Content Manager after moving it to your personal "~\Addons\Mods" is because the Content Manager knows it as a subscribed mod, yet the .DLL is not under the Workshop folder.

I don't understand what you mean by that.
Could it have anything to do with file/folder permissions?
I tried to delete the .DLL under the 255710 folder and then despite having it in the /Addons/Mods folder the mod don't appear anymore in the content manager. I also tried to delete it from the /Addons/Mods folder and to put everything back in the 255710 folder, the mod would reapear in the content manager but still no trace of the custome names in-game. I tried with the Viennalist as well and the names don't show up either.

On my game computer, I have the "Custom Name Lists" mod moved to a subfolder under the "~\Addons\Mods" folder, with my custom names files in a subfolder under that.
I think it should also work to put your custom names files in a subfolder under the "Custom Name Lists" mod's subfolder under the Steam Workshop's "~\steamapps\workshop\content\255710" folder.
When you put the "Custom Name Lists" mod's .DLL in the \Addons\Mods folder, is there still a copy of it under the Steam Workshop's "~\steamapps\workshop\content\255710" folder? I think that would cause a conflict.

I'm running into circles, my custom namelists don't seem to work what ever I do. I've tried put the .DLL in the \Addons\Mods folder with my namelists trying to put them inside and outside subfolders and this changes nothing. I have also tried to unsubscribe from any other custom name list mods yours included. This changes absolutely nothing. A possibility I've thought about is that it's in conflict with the Autoline mode or that I have made a mistake with the syntax.
As best I recall, you can't edit a district name from the "district painting" mode. Rather, you click on the district info box (on the map), or select the "Info Panel/Districts" icon and then click anywhere within the district.
At the same time, as noted on the main page, this mod doesn't *do* anything itself: rather, it supplies several .namelist files for use by the "Custom Namelists" mod (so long as the .namelist files are copied to a location from which the "Custom Namelists" mod can read them). Thus, one doesn't actually need to activate this mod after subscribing to it.
