Can you disenchant the arcmages gear?

#duck I believe its in the video. However, for the sake of convenience, the advanced imperial equipment is in a mysteriously floating chest by the Castle Dour. The Stormcloak Equipment is in an oddly hovering chest adjacent to the Palace of Kings in Windhelm.

I can't upgrade the imperial armour or imperial weapons from the advanced imperial gear. Can you fix it?
