ok just find the th edragonborn blue goblins and repaint them green then make them a playable race and spawn hostile goblins all over skyrim and if its for people who dont have dragon born make them mini-naked falmer that are retextured green

It might be kind of difficult but the only way to actually make real playable goblin is to use the falmer model, shrink it and find away to make armor appear on it. Not sure this could be done though other then making a brand new model from scratch I don't see any other way to make an actual goblin race, although it does appear someon is working on a real goblin race if you "goblin race" minus the quotes, it looks like an actual goblin but it is one gender at this time, he or she hasn't made a male version yet. Hopefully he or she will.

So you made a little orc and calls it a goblin... Why not just take a woodelf, paint him green, make him smaller and (If you can) give him a longer nose. TADAA that will be a goblin. This... This is just a small orc, you can do better.

The race you're referring to is the Falmer. I think the Playable Snow Elf mod is supposed to represent what they were like before their "fall". If there isn't a playable Falmer mod yet, I've no doubt there will be soon.

Would be REALLY NICE if you could play as the "Goblin-like" Creatures, that lives deep underground in the game. I dont remember their names, but it could be awesome! Its something with an F...

A Goblin and a Small Orc are two very different things, Goblins are more akin to Beast Races, whilst Orcs are a kind of Elf (Orismer). Goblins have a tribal system which constantly war over petty things, whilst Orcs although having a strong belief in honour, glory, and trial by combat, are much more civilized.

Because it pretty much is.
