@panis cupcake there are at least 2 mods that will do that, assuming it isn't soon an option in this mod. Sneak Tools (whch also lets you use cold-based spells to extinguish) and Water Arrows and Crosbow Bolts. hope this helps you out.

Reminds me of elemental arrows from the Thief game.
A pity you can't extinguish torches with the water ones here, in Skyrim)

since its my little bros account, ill explain better for him. both of us are very new to making mods pf any sort, so some things are currently out of our reach so these are all incomplete. once we figure out more about making mods, im sure we will include a craftable formula for the arrows. and thank you everyone for the positive feedback. He is thrilled that you guys enjoy his mods, even if they arent quite finished.
