the spell is a modified Storm Call Spell (shout); most of the effects are scripted, the ones I altered were not scripted.

Suggestions for balance:
1. See about having the storm only target foes, possibly with variants targeting both foes and allies and one that only targets allies.
2. Make the book cost more septims.
3. Have the spell cost more magicka.
4. Possibly shorten the duration?

And finally, unless you're trying (and failing) to be edgy, hold off on the Texas comments at least until the rain stops.
