Fixed a Ring World bug.

Dyson Sphere's sped up to compete with Paradox's improvement to Megastructure build speed buffs.

They really overshot the margin here. With Living Metal and Master Builders you have a 230% build speed. Cutting Science Nexus time for instance, down to less than 11 years at the same time they doubled the science output. Couple that with the things absurdly low energy upkeep (15 vs a science planet/habitats 70) and it becomes hands down the fastest way to Science if you can keep up with the mineral construction costs at a budget of 530 a month.

Improved a couple of the weaker Ascension Perks slightly.

Dyson Sphere now has four more stages to complete, bringing it's total power output to 1000!

Custom built Ringworlds can now have additional habitats added to them after completion.
Additional habitats are more expensive than initial construction.

Except Sensor Array. Because it knows what it did...
