*Cut Ruler Campaigns appear period to half, as your Ruler could forget to do important things, such as go to sleep and don't overwork and stuff

*Added 7 new Ruler Campaigns. 4 are from previous vanilla ethics that exists for a time. (Share the Burden, 3 Research Grants)

Campaign from ruler has been reworked. Every time Ruler has a new hobby, they gained Campaign Point(s).

Campaign points are used to active Ruler Campaigns.

Ruler Campaigns appear from time to time.

You can see Ruler Campaigns from Empire's Edicts.

Campaigns related to Civic and Ruler will add in the far faraway future...
