Updated for 1.6.*

Note that this should work in previous patches so you can ignore any red marks on the mod screen, as the two lines of code have remained identical throughout Pdx's patch history.

Balance update: changed pop effect from 0.05 top 0.02 to help with the later game that Utopia now introduces. If you want to revert this can be changed in the mod file very easily (there is only one file to change with two lines of code).

Balance change - planets now produce double the divergence of vanilla, instead of triple.

*This was done to make end game less painful given the number of worlds controlled. Population effects unchanged.
