Insane AI new bonuses:

Influence gain increased by 2
Ship upkeeps reduced by 20%
Army morale increase 40%
Army build costs reduced 50%
Ship and spaceport build costs reduced 20%
Ship upgrade costs reduced 50%

You can assume Hard AI has half the bonuses Insane AI does.

Also, there's no way to make sure whether these changes took effect or not as they only affect the AI.
