Added verbose logging to startup to help better diagnose issues users are experiencing. Specifically the issue where the PLT Straight/Curved/Freeform buttons do not change the draw mode and the PLT buttons disappear when selecting a different panel.
(Aka more information in the output_log).

Provided backup buttons for users where the fence mode, toggle control panel, and options checkbox buttons were not rendering.

Possibly fixed the "Space already occupied!" bug. (where roads were behaving strangely and colliding with nothing).
