Experience for deploying heros in armies is back. After playing a few campaigns I felt like heros don't get enough xp compared to lords if you only use them in battle. I will probably rework the experience gain from agent actions soonish though.

- implemented CA Changes to AI experience from the latest patch
- reduced experience from sacking (500 -> 250)
- increased experience for generals when garrisoned in a city (100 -> 200 per turn)

- reduced experience for agents being deployed in an army (they level primarily through combat)
- increased experience for agents being deployed on the campaign map (makes it easier to level agents w/o using hostile agent actions)
- removed character_experience_skill_tiers for improved compatibility with skill mods
