First incendiary draft

Particles Port

- rocket launcher code cleanup, pass on projectile velocities
- fixed frag grenades erroring instead of exploding
- INS2 and DOI particles (muzzleflashes, smoke, explosions, bangs...)
- hipfiring rocket launchers now delays of the rocket ent (to match the animation)
- updated RCExs to show particles and deal damage in MP
- updated DOI Sten to use new parts - sterling silencer, stocks*
- 7x Unertl scope for Springfield (M73 changed to 4x)*
- Grenade Stats statDisplay version for slow grenades
- added short-throw feature for slow grenades (use key + non cooking attack)
- rpg projectile code cleanup, updated behaviors PIAT and (Panzerschreck*)
- updated C4 and IED to use updated nade_base (throw velocity scaling)
- temp fix for attachment dependency lua errors
- separated ammos for PIAT, (Panzerschreck*) and Bazooka
