Deleted unchanged EncounterIDs, primarily the one regadring single Civilians spawns to make it possible for one to modify them in case it's wanted.
Also preemptively deleted the IniVersion since it might have caused trouble with an update while it was not necessary to begin with.

Added necessary tweaks to the AI to have more enemies also engage XCOM on the lower three difficulties.
Delete the XComAI of this Mod (\workshop\content\268500\619302232\Config) in case another AI Mod changes those values or the lines containing MaxEngagedEnemies in the conflicting Mod.

Fixed the formatting to actually make IESS work without manual .ini edits
"-" and "+" were necessary to overwrite the EncounterIDs
