- remove enable/disable setting being persisted in/from savefile, now always active

- Now automatically reduces the space between sliders when many sliders are present

- improved updating, so that it updates the expense values of the services more frequently when values were changed

- introduced proper fix for sliders not working. Everything works as once intended. Custom windows are also available again.

- implemented workaround to fix the issue, which lead to custom windows being removed. overall different functionality (no copies of the sliders are created, instead the original sliders are switching their ownership. this might lead to strange behaviour in some rare cases.)
- added more standard services to the transport info panel (monorail, cablecar, ect.)

- fixed: savefile folder creation was missing for new users.

- fixed bug: when loading a savegame from the ingame pause menu doesnt duplicate sliders anymore
- added independent window creation with customizable sliders selection
- custom windows can be created when editing one of the integrated windows via a button
