new on_actions for some of my events, trying to ensure all the pools work together without it being too wacky. Swapped some triggers around to give everything a better chance of firing while also not being too spammy

Work has begun on the second event pack: Traits and Tribulations. This will be focused on enhancing roleplay via events that fire for when you have various traits. I will release the events as I create them, with a final polish round before their "official" release.

-Two new events added that can fire during a war if you are craven or brave.

Lowered frequency of some of the events again to ensure they dont fire too often.

Reduced frequency of infertile events to make them more rare, around the same odds as harm events.
