Added 4 new itens, 3 variations of Ponchos and a Sombrero

Added civilian clothes, corrected some balancing, textures and meshes.

Changed the itens distribution, added a vendor "NCR Itens" to most of big towns of the game, nex time will devide into clothes, armors and etc... but for now will do
