Completely removed the damage penalty BUT enemies deal +2% damage per alive enemy instead of one

Target's damage penalty changed from -15% to -5%

Fixed the challenge for winning a run with Target unlocking by winning a run with Arms Dealer
I literally copy and pasted the challenge from the files and forgot to change the ID lol
