Readded the nuke and dream disabler (as a legacy toggle, on by default.) Sorry, didn't realize I might ruin people's ongoing saves which cant edit the sandbox settings :(
Added two intrustive changes/fixes
-Varied Raids for Police Swat & Hazmats
-Melee Rebalance for NPCs
