Added an AI-Only decision to generate an heir of the same house if their heir is both their liege AND not of their house, and if their primary title does not have an elective succession law.

This will hopefully prevent the bug where you inherit their manor from occurring while reducing the gameplay impact. Houses are less likely to go extinct if they have a different house liege. Please let me know if you continue experiencing the manor inheritance bug with DETAILED breakdowns of how they occured.

Integrated and re-balanced the manors for Feudal/Clan/Tribal realms. Requires new game start.
