meltdown summertide update. nerfs mostly across the board, should fix some of cirno's more oppressive issues.
some buffs to some underused moves
see the yomi hustle modding thread for more details

fixed achievements
version 1.2
hoarfrost no longer gives terraria momentum (its momentum is nerfed)
crystal rain now has traffic laws when blocked (your momentum is cut when its blocked)
frost fire is not filled with lead anymore (its parriable)
boost no longer gives you a ticket to greet christ himself

i think im the dumbest dev alive (this is triple speaking, not blueyoshi, they are smart, triple is the dumb one aka the one whos making this update)
