Aspis Bastion and Aegis Complex have been modified to no longer get ruined by orbital bombardment.

Justice Complex now gives non-gestalt FEs and AEs Protector jobs, previously granted no jobs.

Ziggurat of Justice no longer gives non-gestalt FEs/AEs both Enforcers and Protectors.
This translates to fewer defensive armies for Font of Knowledge, Sky Father, The Core, and Boundary.
