company slot removed from limited liability law and investment banks tech bringing total number of companies to 5,

made supplement mobilization options give small recovery rate bonus,
supplies mobilization options made more expensive (25% per level to 33% per level),
removed flat 20 offense from gas attack,
marginally increased Japanese hardwood and Hokkaido arable land,

weekly construction max per building increased in late game (this is not the same as faster construction),
increased arable land in a bunch of states a tiny bit in order to stop initial unemployment,
reduced cooldown on establishing and disbanding companies to stop issues with conquering territory with companies (particularly effected civil wars),
stopped pointless south American nation building JE's triggering too early for south american countries to form
