The option was added due to people repeatedly asking the same question.

ApplySkinOnlyToSpecialZombies

When this option is checked, all zombies except for special zombies will use the vanilla skin.

This means you’ll still be able to see zombies dressed in outfits like those from Occult or Authentic.
