Added compatibility with V68

For V68:

- Removed the need for an administrative resource
- Harm to health has been added. Debuff depends on the harmfulness of the factory
- The requirements for the level of the town hall have been replaced by the requirements for the population
- Added the boost by regional resources for most factories

Added:

- Academy now affects income from each building

Balance:

- For each Tier of building, a requirement has been added to the Tier of the city center
- Increase admin cost for some Tiers:
Tier 4: 50 -> 75
Tier 5: 50 -> 100
- Weaponsmith and Armorer no longer produce all goods from Tier 1. Now some products appear only after reaching needed Tier:
Weaponsmith:
Tier 1 - Hammer
Tier 2 - Hammer AND Slash sword
Tier 3 - Hammer AND Slash sword AND Short sword
Armorer:
Tier 1 - Shield
Tier 2 - Shield AND Leather armor
Tier 3 - Shield AND Leather armor AND Plate armor
- Distillery now produce wine after reach Tier 3
- Furniture manufacture now produce machinery as by-product after reach Tier 4
- Clothing manufacture now produce jewelry as by-product after reach Tier 4
- Ration packs are now produced at the bakery starting from Tier 3
- Income for each building has been re-evaluated

Deleted:

- Ration pack manufacture has been deleted
