Added a mod patch for RR's Dieselpunk Furniture and a loadFolder rule for EGI Holograms Minified! Also did some small not-quite spring cleanup on the mod as a whole.

• Added a mod patch for RR's Dieselpunk Furniture. Most were already placeable on tables, but I felt some of the luxury TVs looked great on tables as well.
  
• Added packageID for minified EGI Holograms to loadFolders, so patch loads for this version as well. I hear there is a little controversy over this specific fork of EGI, I have no fucking idea what it is and don't care to find out.
  
• Added a welcome message for HugsLib users, updated HL Patch Notes format to new standard.
  
• Added translation/contact info for translators and complete list of mod patches in README.md file.
  
• Added workshop link in About.xml for vanilla mod manager.

• Updated incompatibility rules, 1.5 version can be loaded after legacy Stuff on Tables and is no longer incompatible. It is still not recommended to load this with the legacy Stuff on Tables, obviously.
