Hotfix #4: Correct an issue with users in China not able to access huggingface.co. Unfortunately, only Phi-3-mini is available on modelscope.cn, so we will have to use that until something changes.

Hotfix #2:
Corrected an issue with Mac and Linux users not finding the Libraries directory.
Attempt only one downscale on the welcome banner. Sorry guys, the bootstrap process is not THAT cpu-intensive.

Corrected an issue with Mac and Linux users accidentally trying to chmod two file paths.
