Fixed a formable scripted effect that causes California to de-jure drift itself in a endless loop that crashes the game.

Added unique High Republic titles for New York, Philadelphia, Detroit, and Santarém, so they no longer use generic titles.
Added an extra barony to Washington to avoid conflicts between Arlington National Cemetery and the Pentagon when using America the Buildiful.
Fixed duchy buildings not being located in the capital county of their respective duchies.
Rearranged provinces in French Guiana, Kentucky, Texas, Yucatán, and South Brazil.
