Vault City is now playable again. Had to change their government to Range, for some reason High Republic was not working, will take another look on that in the future when the AtE devs improve High Republics.

Added tooltips to inform the player about the outcome of salvage operations of old world artifacts.

Fixed the dynasty titles (like House Atreides) being destroyed by event.
Another big performance improvement by fixing an AtE error (there is a small chance of save corruption due to reworked triggers, I'm sorry about that, but AtE is just unplayable with the current lag and I'm even fixing stuff unrelated to this submod just to minimize the lag).
