Khums Tax Decree
- 20% extra tax and levies contribution from house-member vassals
- yearly house unity loss, negative liege opinion, etc.

Note: Use this tax decree cautiously. It will make AI vassals more likely to split from your house due to the opinion loss. You can use dread to counter this and deter them from doing so.

Introduce Equilibrium House Unity Value:

This value is always towards the centre of house unity (impassive), and scales with the distance from it. For example, the antagonistic stage will have a large positive value, while the friendly stage will have a small negative value. This aims to balance out the mechanic where currently house unity swings to one extreme or another.

Cadet Branch Decision:

- Combine house/house head tier together since frequently House Head is not an influential ruler (or ruler at all). NOTE: by design, the AI has lower requirement for tier 3, being distinguished/350 prestige/no hook compared to illustrious/750 prestige/available hook for human players.

- Rework AI likelihood to take decision through extensive testing, and some factors are:
+ AI boldness, Opinion of house head, House head's dread (CLAN)
+ Number of landed rulers of the house
+ House Unity stage (antagonistic/harmonious) (CLAN)
+ Weak house head (child, imprisoned, deadly diseased, incapable) (CLAN)
+ Trait patriarch/matriarch, ambitious, accused of decadence

- Use eqbm. house unity value for change

House Head death:

Use eqbm. house unity value for change (rather than always negative)

MAJOR UPDATE

Allow clan vassals to use the "Create Cadet Branch" decision (with additional conditions).

4 different 'tiers' of control from the House:
- Independent
- No liege or above part of House
- Any liege or above part of House, but not House head
- Any liege is House head

A higher tier of control will incur greater penalties (e.g. prestige cost, house head negative opinion, available hook, etc.) when creating a cadet branch.

This will likely require quite a bit of tweaking, so any feedback on the mechanic/AI behaviour is welcome!

More demand artifact modifier changes:
- Replaced boldness with dread (Intimidated/Terrified) modifier
- Lowered liege modifier from +50 to +25
- Reworked military strength modifier from hard +- 70 to a scaled one (up to +-80 at extreme differences)
- Reduced house unity modifier weight from 100 to 10
