Cleaning up of "Artifice_scripted_effects" and "99_artificers" files by ScH

Building were finally fixed, if there are some weird interactions with whatever effects you find (probably ramparts), of course let me know.

Reverted any changes regarding buildings;
for some reason lvl4 fort doesn't want to comeback after thanos snapping and it causes game to crash upon hovering on lvl2 fort.

That means any modifiers from privileges to buildings won't be cleared, no effects (added in 1.35) upon completion of building will not be granted, which in case breaks some MT/makes them lackluster

Added scaling effects from Anbennar base to advisors
Removed meritocracy from advisors in Homebrew
Removed most of the effects from Homebrew advisors that were under "republican_tradition_from_advisors" as they only gave meritocracy
Updated the factors for picking an advisor based on Anbennar values
updated "has_absolutism_reduction_for_estate_privileges" flags everywhere it's needed
updated casting spells to be the same as in Anbennar
added new privileges from base Anbennar
updated inventions list to be in line with 1.36 Anbennar
Removed obsolete Command factions
Rebalanced existing factions in line with 1.36 Anbennar
Added new factions from 1.36 Anbennar
rebalanced hegemons according to 1.36 Anbennar
Harpy administration checks have been updated to 1.36 Anbennar's
Hobgoblin stuff that has been commented out has been re-enabled (like in 1.36 Anbennar)
All racial_pop events that should have mother_akasik_mountain_control checks have them now
Added a humanist idea group check in addition to "Lizardfolkist" idea group check to the event manager
Migration targetting additions (for countires where expelled minorities go)
Re-formatting of some trait modifiers
New country-wide tolerance updater event from Anbennar 1.36
commented out specific events to be in line with Anbennar 1.36
adjusted how Damestear gets removed
