Changelog:

Improved AI Naval Attack composition and effectiveness
Increased AIs preference for anti-air units in the late game
Increased the number of siege units the AI can commit to helping an ally
Slightly increased the AI's preference for Naval units
Further increased the chance that Cultural AI's will go for cultural victory
