- fix gb gets both country debuff modifiers (again...), older save games stays on the global empire debuff, new savegames apply massive empire debuff and decaying global empire debuff

- max credit limit raised from 1% to 10 % above loan cap to stop manipulation of the in default modifier
- add game setting to enable the "Age of Warfare" modifier which grants boni to early game wars
- fix a vanilla bug which spams error log in plantation buildings when GB dictates whcih plantations to build
- new je to ottoman to switch to medium nation after 50 years
- je "Strike" now only counts incorporated states and the progressbar can't exceed the maximum, but still only completes if conditions are met
- medium nation buff now gives +4 mandate progress if power bloc leader
- more light ships to sweden (20) and spain/portugal (10)
- add game setting to ignore relations on state trade
- GB "Global Empire" debuff is now applied decaying over 50 years
- trade states now gives 6 months unidirectional truces to neighbouring countries of the traded state
