Added a flag for modding use: slightly_buffed_leaders.

Adjusted the weights of gestalt node techs.

Fixed some events not correctly rewarding traits.

Adjust the formula of Amongst Peer tradition:

  • Overflow experience will be distributed among all non-maxed non-councilor leaders.
  • Gestalt councilors will spare some exp gained to non-councilor leaders.
    • Nodes will receive less exp but other leaders will gain an amount of exp if possible.
    • Progenitor Hives will share more to address their power on leaders.
  • Progenitor Hives received a bonus as a lesser version of their passive bonus.

Adjust the formula of leadership conditioning agenda:
  • Progenitor Hives received a bonus as a lesser version of their passive bonus.

Made the fake repeatable techs real.

  • No longer unlocked by research_all_technologies.
  • Costs now match other repeatable techs.
  • Weights and requirements are unchanged.

Added missing buffs for gestalt growth node.

Numerical balance:
  • Removed governor empire size buff.
  • Replaced official home planet unity buff with pop growth/assemble buff.
  • Removed commander planet governor debuff (preivously 2.5% -> vanilla 2.0%)
  • Buffed commander home planet effect. (worker strata buffs, extra soldier jobs)
  • Doubled scientists home planet effect.

Balanced Archaeology and Astral Rift level according to the new max level cap. This should make some leader traits less useless in the late game, and also make guaranteed success stages occur less often.

Balanced ruler edict capacity buff to make Executive Vigor slightly more powerful.
Edict capacity bonus per level: 8/12/16 -> 6/9/12 + 1%

Lowered LEADER_MAX_SKILL_CAP to 15. (That doesn't seem to have any function)

Enforced level cap of naturally tier 10 leaders.

Fixed the bug when activating Zro Crystal options are not correctly shown.

Fixed the bug that council agenda leadership conditioning not working for leaders with high levels.

Fixed missing traits when playing without paragon DLC.

Removed 3 negative Astral rift traits from the negative trait removal list.

Increased chance of proper leader traits as pick options according to the current job of leaders.
