Changes for Noresus mod client
player paratroopers have been heavily modified for the future Noresus patch
Added missing x and xx models for custom planes
removed prioritization for radiomen in human wave strategy
increased their max number to 3 in that strategy to compensate
Added toggle to separate Noresus logic from base CE

REDUCED LOADING TIMES (both menus and loading battles. This should also help with starting coop games)
educed max veterancy levels to 16 (main cause of battle loading times) but changed the scale of points needed to gain levels

Changed ai smoke grenade script to give the ai more smoke grenades after 4 minute cooldown

Added toggle for setting vehicle max speed to 3 kph to make it easier to coordinate tank and infantry advances. Double Clicking will override the toggle if activated
