NPC Dragonian Primus no longer care about friendly-fire when they use their own gene-specific abilities, which barely cause any damage to things and members of non-hostile factions anyway, to improve performance significantly.
Added an option to upgrade equipment of NPC Dragonian Primus.

Fixed the problem that NPC Dragonian Primus attempted to avoid friendly-fire against non-hostile Dragonians when using gene-specific abilities.
Fixed the problem that Dragonian trader did not have correct weapon tags.
