Soon after the Mighty Kirov class Guided Missile Nuclear Battlecruisers commissioned the Soviet Designers started working on an improved version of these ships featuring it's heavy Anti shipping armament but on a smaller hull but retaining it's nuclear propulsion.
Because of the Kirov's size they were costly to build so the new ship was to be similar in capability but the cost be at least 20% smaller.
