Update to Goverment names and Estate names
- the ruler titles Pontefix Basileus and Pontefix Basilissa are used for Apotheosian Senatorial Empires.
- the ruler titles Pontefix Autokrátor and Pontefix Autokráteira are used for Apotheosian Absolute Empires.
- the church estate keeps the Hierateia name for Apotheosian countries.

Fixed Deus Summum and Pax Deiorum not having access to deities related to the respective reforms.

Misc Localisation changes mainly related to ruler titles, names, and pronouns.

Minor Localization changes, just fixing some typos that were pointed out to me.
