* Balance:
- advanced sections are now less common, and it is no longer considered 'advanced' for a section to carry point defense or torpedoes
- the new 'light' variants of the Destroyer, Cruiser, and Battleship now use the old evasion numbers from their heavy counterparts
- increased health from hull improvement technologies to +50%, from +30%
- lowered naval capacity from crew trainer trait to 1/5 vanilla value(6/12), from 1/2(30/60)
- lowered fleet command limit from commanding presence trait to 1/5 vanilla value(10) for level 1, 1/4 vanilla value(20) for level 2, from 1/2(50/80)
