Fixed the gestalt vassal starts.

No more Despicable Neutral vassals. (As a great man once said, "I hate these filthy neutrals, Kif. With enemies you know where they stand but with neutrals, who knows? it sickens me.")

As a side effect, some vassals may now START as determined exterminators or devouring swarms or whatnot (since blocking that was what caused the Despicable Neutrals) but will lose that personality after the first month.

Removed the possibility that the vassals end up inadvertently starting on a relic, machine or hive world. It could have dire consequences, such as the game giving them NO possible agricultural districts on a relic world.

Fix: they shouldn't start without farms any more.

Minor change so the corporations get subsidiaries instead of vassals. (Vassal isn't normally even an option for megacorps.)
