house keeping vol II

added vests

added backpacks for some reason

some armored human variants have been removed

made the cop gun overpowered

new sounds for the the cop gun, LSR556, and the SMG

lsr557 has slower firerate

BFC has been renamed to STAFF

STAFF agents have the police armband now
