Above mentioned civics did not work in some way or form regarding buildings or pops. Now they should work properly again.

- Noble admin cap got changed to empire_size_pops_multi, the tool tip still reads admin cap, but in game the values are correct.
- The re-assigner job now is working, although the civic wasn't even pick able as well, but now it is.
- The policies had the same admin cap increase as the civic I changed to system/district multiplier so I made them both do the same as that civic.
- The influence_cost_multi change on the elections I changed to country_election_cost_multi.
- That point on the politician_multi was a dumb administrator -> politician change but I removed that mod entirely.

Small edit to machine intelligence empire type, base modifiers got changed in 3.3.*

So now it has the mods/values that vanilla 3.3.* also uses.

Made a small edit and machine empires and hive empires should be able to build unity buildings now, if they were not able to in the first place, of which I am not even 100% sure. Hard to test.

building_commercial_megaplex should be able to be upgraded to now.



Replaced auth_corporate its country_admin_cap_add with empire_size_district_mult -0.1 and empire_size_systems_multi -0.1

Replaced civic_enlightment admins_produce with factions_produce.
Replaced civic_inwards_perfection and civic_divine_council edict cap modifiers with edict fund.

- All civics for normal non bot/hive empires should not mention administrators anymore but politicians.
- Efficient bureaucracy somewhat replaced the admin cap per bureaucrat with some other buff hopefully not to OP
- Fixed powerprojection I THINK.

The civic admin -> politician rename was a jury rigged solution.
