General polish

Revamp

• Search functionality added to menu. Can search nodes, controls, and tags for both
  
• Reenabled and fixed chat commands (Type !gsm to open menu from chat)
  
• Added Garrys Mod Settings (Only includes some options for now)
  
• Fixed convars being created if they already existed

• Added support for client convars
  
• Added tag support for nodes and controls (Ex: A node named "Rocket" can have tags like "missile", "rpg", etc)
  
• Added icon and name support for root nodes in trees

-Temporarily disabled commands from chat (was overriding every chat)-Fixed some issues

-Potentially fixed some MP issues

-Potentially fixed panel being unable to be opened in servers
