Did a pass to improve mod compatibility.

Removed nearly all vanilla overrides, so all features of MIV are now located in net-new code (i.e on_actions or new interactions altogether).

These changes were originally added for balance, but I've decided that maintaining compatibility with other mods is more important.

Deleted my changes to the following code:
contract_assistance_interaction and negotiate_alliance_interaction

found_kingdom_decision, found_empire_decision, and confederation_kingdom_ai_decision

send_gift_opinion and auto_grant_county_cultural_acceptance_impact

base_coronation_cost and coronation_broken_oath_punishment_effect

several options in interactive_override_game_rules (regional_heresy, custom_kingdoms, hybrid_culture_ai_restrictions, divergent_culture_ai_frequency)

murder_scheme_maintenance event and theodosian_walls

The removal of these changes ensures maximum compatibility with total conversion mods!

Reworked how Conquerors are selected. Characters with high martial skill, certain traits (ambitious, brave, etc), antagonistic house unity, or large herd size, are now much more likely to become Conquerors.

Added a game rule to customize the Conqueror Limit. The number of conquerors that can exist at a time is limited to your specified setting.

Added a game rule to customize Great Holy Wars. Restrict Crusades and Jihads from being declared, or allow every faith to declare them regardless of doctrines.

Added a game rule to customize Administrative Stability. All administrative rulers receive a modifier of -5 to -40 vassal opinion, making their realm less stable.

Added a game rule to customize Administrative Levies. The percentage of levies that administrative vassals provide to their liege is reduced by the specified multiplier.

AI now receives a discount for hosting coronations.

Added a game rule to customize Defender Advantage. Rulers gain +1 to +10 advantage when fighting on home territory, improving their odds against invading armies.

Added a game rule to customize Commander Advantage. Rulers gain an additional +1 to +10 advantage when leading their own armies, but risk capture when defeated.

The Supply Capacity game rule now scales by units of 50 instead of 100.

Made several improvements to the Bannermen feature. It now lists the number of vassals that answers to you, the total military strength of your realm, and how many vassals are currently in Open Rebellion.

Added a new game rule to disable de jure Title Creation for empire-tier and kingdom-tier titles, requiring them to be founded via decision instead.

Added a new game rule to customize Faith Reformation, allowing you to change the requirements to 2 holy sites, 1 holy site, or disable the requirement completely.

Added a new collapsible decisions group called Vassal Decisions.

Added -35 and -40 options for the General Opinion game rule.

AI will now form custom Kingdoms and Empires more often.
