I decided to revisit Homebrew's policies and make some changes.

Firstly, I've combed through policy localisations and have rooted out any errors (no more "devine" power).

I have also made general nerfs to "instant" effects gained through policies (build cost, PWC, etc), as one can easily just slot them in and out when wanted. This ease of use necessitates these effects be weighted more lightly. This line of thought also brought me to nerfing most of the policies that boost your military quality, as not only are their effects instant, there are also just more policies in Homebrew that you can stack. Discipline modifiers are a notable exception for their relative scarcity. Lastly, policies that increase your fire/shock/siege pips have been nerfed differently by giving a slight penalty to your AT/NT decay, the exact penalty is subject to change.

Fixed an issue where a policy didn't scan for all other policies of its type.

I have also encountered a persisting issue with Dwarven Citadels reading capital provinces incorrectly - that (hopefully) has been fixed (again) by changing what the game looks for when provinces change ownership. My apologies if this was giving anyone grief.

Fixed an issue where the id of State Propoganda was present in two locations. The id located in Influence ideas has been renamed.

Due to reports of the merchant republic glitch still happening, I've neutered the province modifier. It's unfortunate, but it should guarantee you don't see Gawed randomly becoming eco hegemon.

Made some fixes, now a policy actually does its job and an id in espionage ideas has been changed so that Calasandur's MT works.

I have also made a small nerf to Centralism ideas, now Metropolis Planning grants only -25% dev cost instead of -30%. This was done due to Anbennar having more ways of reducing dev costs than vanilla, to the point where the requirement of 25 dev can be unreasonably cheap. I have an idea of how to improve Centralism ideas, but for now it's a WIP.

In preparation for the Haless update, I've done some work under the hood and made Homebrew slightly less painful to update. It'll still be a process, but every little bit helps.

Fixed a couple of issues, some ideas have had their ids and localisations changed, Heroism ideas now work as intended, and Phoenix Empire should be able to build their palace.
