- completely reworked envoy officers:
-- now has proper four levels of officers (+ general) with envoy specific upgraded skills (instead of being generic and only one level + general)
-- patron will increase XP earned by envoys and its visibility stats by up to 50%
-- orator will increase emissary stance efficiency by up to 100%
-- notary will increase trader stance efficiency by up to 100%
-- logician will increase spy stance efficiency by up to 100%

- rebalanced envoy stances: emissary stance now costs 15 gold and spy stance 10 instead of the other way around
- the emissary now does a better job to improve relations if relations are low (i.e. hostility around zero or positive), but will find it increasingly difficult the better relations already are
- generally increased XP earned by envoys if they are lucky to achieve one of their goals, also envoys will get 1 XP every week now (not much, but it's just to show that they are doing something)
- fixed bug when envoys entering a city etc. would not trigger the fortmarker if off-screen and hence the city would not be catched by the envoy script (i.e. envoy there was useless)
- improved a few desciptions for the envoy stuff

- foreign target cities of the "skill exchange" event now also have 3 levels of skill exchange
- added player notice if a city cannot level up anymore from skill exchange events
- tweaked a bit the event conditions so that events should trigger more consistently
