fix fuel system

- Doesn't go down when fuel runs out.
: Now enters emergency power mode and slows all actions.

- Changed the amount of fuel filled when drinking fuel and the amount of fuel stored inside the paniel
: The amount of fuel stored inside has been changed from 2 days to 5 days.
: Changed the amount of fuel refilled from 50% to 20% (The same as before, Paniel should drink one a day.)

- add Need PnL fuel alert
