Communications Center (Comms Center) cards got an overhaul -- stages for projects (abilities) now cost different amounts to reflect the time/money/resources needed to bring a project online. For example: The Space Orbital Laser is expensive to develop and build (stage 1), then it needs to be transported into space (stage 2), finally it needs to be moved into position and primed for fire (stage 3).
